When the West Fertilizer Company plant in West, Texas blew up on April 17, 2013, it killed 15 people and injured over 200.  Insurance damage claims are estimated to exceed $100 million.  State and federal authorities including the Texas legislature are now investigating to determine if any warning signs were missed by regulators.  They are also investigating whether there was negligence on the part of the owners and operators of the plant.  There may have been negligence in the regulation, operation, licensing, security, inspection, reporting and location of the plant.
