The Capital Express north portion of the project proposes to add one non-tolled managed lane in each direction along I-35 from State Highway 45 North to US-290 East. The managed lanes are proposed in high congestion areas where the right-of-way is limited. These lanes are designed to lessen the congestion along that route and especially during peak hours. The managed lanes control access by placing restrictions on use.

The project also includes additional safety and mobility improvements. The timing of this project included the open house, which was in fall of 2019, and final design work thereafter. The right-of-way acquisition is starting in 2021 on into 2022, with construction starting as the parcels are acquired.
